Psu. Gone mad?

Hi All

I have an MSF. Clock pulsar circuit with that drives a slave clock it's been running fine for at least a year now but all of a sudden it's started acting up.Initially I presumed it was the circuit but after testing this on my 'bench top supply' it worked fine.I plugged back in the original psu. and yet again it's not working correctly.The circuit fires up but makes the circuit run erratic..

The **broken link removed** 24v. 0.750A

What makes this supply work but it makes the circuit run funny? I've also tried the same tests on another like circuits with the same results.
 
replace all the electrolytic caps in the PSU. the erratic behavior is caused by noise in the power supply.
