The power supply from 220V AC (line voltage) without transformer is very dangerous. You can’t touch the output wires, and the unit fed by it. Electric shock. I suggest you to use an old cellular phone charger. That chargers provides 10-12V 350…800mA, with over voltage and current protection. What do you want to use it for?
 
Also if you are planning to draw any significant current, you will find that you still need bulky components to dissipate the excess power to bring it down to 12V. Small switchmode PSU's are cheap these days and also provide isolation.
