I was wondering if it is possible to use a PIC to slowly fade LEDs in and out. would it be possible to do using PWM?

also would it be possible to use more than four pins so that there would be four LEDs that fade in an dout so that only one LED is lit completely at one time? I am not worried about the speed of the PIC but would it be possible to use a PIC that only runs at a clock speed of 4mhz?

Thats a fairly simple thing for a PIC to do. And yes 4MHz is fine, lots of PICs will run at that speed. You will have to tell it the processor speed when you program it.
