I'm looking for someone with experience in fpga design to construct a rf logic pulsing circuit to send digital signals via shortwave antenna.

To transmit anywhere in the short wave band (other than when using legal CB equipment), you need a government-issued licence for whatever country you are in.
The item in the photo looks like the loading coil at the base of a CB antenna; those just allow a physically shorter antenna, rather than it being a full 1/4 wave tall.
CB frequencies are only legal using type-approved transmitters.
I'm not sure if "Packet radio" is legal using CB transceivers? That's a system which has been around for decades, using a device that connects between a computer or terminal and the audio connections on a transceiver.
