You can also get dual output 12-0-12 types with an equally wide input range if you need a stabilised +12 as well; a car electrical system can be anything from 10V to 15V, with spikes in excess of 60V...
The basic battery range would be - from low during an electric start or with the battery run down, to 15V while charging from the alternator.
I don't know how bad the noise and spikes would be, but any component rated for "automotive" use is supposed to stand a minimum of 60V from what I remember.
It should only be short transients & switching spikes, most nowhere near that, so a simple filter should keep it down to reasonable levels
