hi
i have a simple question.

a on-horsepower electric motor ,can how much ,rotate a Weightlifting ?
10kg,50kg, or more ?!

Do you want to rotate the weight or lift it?

How much it can lift depends upon the mechanical advantage (gear ratio) between the motor output shaft and how it is attached to the weight.
 
The motor will rotate any weight that can be attached to its shaft and that the motor bearing is rated for. However the high inertia of a large mass will cause the motor to start slowly and could burn out the motor. In that case you would have to add a starting circuit to limit the starting current until the motor picks up speed.

What is the purpose of the rotating weight?
 
The rotating weight would also have to be symmetrically distributed about the shaft axis to avoid vibration.
