There are a couple of ways to do this.
One way involves simply speeding up the sequencer, for 5 seconds, so that all the LEDs appear to be on. It will use fewer parts, but the LEDs will be relatively dim due to the "multiplexing".
Another way involves the use of many diodes. Two diodes per LED. One diode's anode goes to the 5 second timed power and the other diode's anode goes to a + sequencer output. The cathodes are tied together and connected to a LED and it's resistor.
