stabilizer pcb doubt

Stabilizer pcb problem.Inside the pcb have one TIP 122 ,LM324 ,BC547 and one 12v relay.how its functioning .how to find the problem . If the relay is energised the output will come output side but the relay didn't ON. how its find out the problem

Sounds like a battery charger to me. Sometimes they require a little kick from the battery to pull in the relay and get started...
