Some are clearly lower (much, much lower) budget. "When Duty Calls: A Star Trek Fan Film Production" is one of the later. This is a picture of the captain after he was rescued from the Borg after partial assimilation. I'm pretty sure that's a TO-3 transistor on the side of his face, and I think that's a binder clip on the far side of his forehead.
The plot is of similar quality.
