Startup current of NCP1219 flyback controller?

Hi,
Concerning the NCP1219 flyback controller, the datasheet (pg6) states that the startup current (that it uses to charge up the startup capacitor) is from 5.5mA(min) to 18.5mA(max), with 12.8mA being typical. Does this mean that we can use resistors to limit the startup current to 5.5mA? Or will this mean that sometimes we don't startup because the chip needs higher than that? (up to 18.5mA)?
