STM32 Development on Debian

I understand Linux or windows can be used to develop embedded system. I get confused when it said that Linux run on STM32F4 board. so to clear confusion I am wondering if I can install debain on STM32F4 board.

Is there any operating system runs on STM32F407 board like debian

No, not really, not in the sense of something you load and use to do things, without writing software yourself.
You need something like a Raspberry Pi if you want that type of system - Raspbian is one of the standard OSs for the Pi range, and is Debian based.

In general, you only need an operating system when the end user of the device is going to be adding / installing programs to it, as is done with such as PCs and phones etc.

If the software configuration is totally defined by the designer/programmer, then they can control what runs at what times and gets what share of CPU use etc.

Most good development systems include libraries for things like communications, displays, WiFi or Ethernet etc., if the device has enough facilities to work with such things, so you can use those directly and not need an operating system.

There are things like "RTOS" but many programmers consider them a waste of time, literally - just about anything that can be done by adding a generic timeslice & i/o system can be done directly and more efficiently by the programmer themselves.
