Most of those Chinese testers are based on AVR's, however 'fuse bits' long predate AVR's anyway, and are probably applied to most micro-controllers.

That sounds really crap - every HEX file I've ever made (or used) includes the 'fuse' settings - you can configure it not to, but why would you?.
