what is the safest and most efficient two way lighting circuit for a stair case?Would a simple OR logic gate circuit do ? and how safe is it?Has anyone tried using OR logic gate kind of circuit for this purpose before?

Its outer case glows?? I do not believe you. Maybe your tester glows when it touches the outer case of the power pack? Then maybe the power pack is defective?
It is simple to use LEDs to light a staircase. Why do you need digital logic??
