TSOP1736 output is not low when its lined up with an IR led

in my mini project , tsop1736 is lined up with an IR led , when an obstacle comes between them the output of tsop1736 should go high , and when its opposite to led the output of the sensor should go low , but my problem is the output is not low when its linned up with my sensor tsop1736

TSOP's don;t work off plain IR, they need modulated (and coded) signals.
