Unable to setups the second UART at STM32F103C8

Hello, I am trying to simple task with reading values from DS18B20 sensor and printing them to UART. Looks like my terminal doens't work at all.
I trying only UART functionality in different project - it's ok.
Here is the configuration and C code, maybe you have an additioanl ideas.
