Varicaps - Value is measured or calculated?

Could not find how the capacity of a varicap (or any diode for the case) is obtained.

Is it actually measured? I do not see how you could (?)

Or are they used in a VFO and their capacity calculated?

The article about varicap diodes says a "4060" was used with a 14MHz crystal. Maybe a 74HC4060 was used because the max clock for a CD4060 is 4MHz (minimum 1.5MHz), 10MHz (minimum 4MHz) and 12MHz (minimum 5MHz) depending on the power supply voltage (5V, 10V and 15V).
