Modelsim has a limited free version that supports Verilog. I believe it also comes packaged in the free design tools from Xilinx. The fully licensed version of Modelsim from Modeltech is excellent.

Go to the Xilinx website and download the free ISE / Webpack tools, you will get a complete, fully functioning Verilog simulator in there. I think it's only limits is code size.
