Is it possible to make an easy one, even a prototype or circuit just for 10 or 15 meter?
 
What exactly do you mean by vibrometer? What specs do you want?

I mean a laser vibrometer which is used as a speed meter.
 
The detectors for that kind of stuff are relativly complex analog circuits that operate at high speeds, don't know anything about that sorry.
