Hi

It is the difference between the source freq. and the reference freq.
What does this mean and why? is it good or bad?

I am going to guess: that you are talking about a radio mixer or a PLL

In a mixer two frequencies are input (INA and INB). The output has both INA and INB and (INA-INB) and (INA+INB)
 
I am just trying to get my head around CD4046 and googled for what it does and why. My objective is to learn as I am building my Arbitrary Function Generator using this **broken link removed**

In this case the CD4046 is a oscillator. The "freg" pot set the voltage on pin9. This in turn set the frequency.

Can you give an example with schematic that would illustrate my original question?

On another note, I purchased a 4046 and have been reading the data sheet

and since I am going to use 12V battery as Vdd I am looking at Fig 16 in the last page "VCO frequency as a function of R1". What does the vertical axis represent? and is the frequency vs. Voltage at pin 9 linear? i.e.
as I increase Pin 9 from zero to 12v, VCO out pin #4 frequency increases linearly?
