Is this a fuse or inductor?
It's a part of the power module of camcorder.

My first guess is it's a pair of thermal fuses but they could be power resistors.
 
I'm leaning towards an encapsulated fuse as well, not necessarily thermal, but could be. I don't know how much wiggle room you have one the components but you may be able to read the silk screen component mask underneath for more information, you can tell there's something written underneath it.
 
further following of the links reveals (what i expected) that they are 1.6A (1600mA) fuses.
 
Magnification shows both have a blue wire, but it looks like a marker was used to make the color because there is a bright spot between 2 blue spots...on both parts.
