Which FPGA dev kit?

I'm currently looking to enter into a FPGA system. I wonder which one to go for. I want to write in System Verilog and I need the IC used to be a non BGA type so I'm able to solder the ICs directly into my projects when needed. Also, because of this, I need the schematics of the dev board so I'll be able to implement the design in my designs. I only need something low-medium power. and I'm on a budget.
