I don't see a problem with experimenting and there will ALWAYS be somebody irresponsible regardless.
For example, there is nothing stopping a person buying a radio control plane and not knowing how to fly it correctly and then that plane flies away out of control anyway. The result is no different from the extreme example of somebody who builds their own RC when it is clearly cheaper and easier just to buy one. How many thousands of idiots have we seen one the subject of 4ch RC helicopters who have done exactly this ?
You're example of over regulation is just what nigel is proposing. His good intentions to prevent harm would see politicians enact laws that prevent people from building their own aircraft, flying their own aircraft or doing so without a licence and permits and it never ends.
And there will ALWAYS be somebody who bitches and wants to ban some activity.
I don't live in a Nanny state. I don't try to protect people from their own stupidity. They have the right to make their own mistakes, make their own judgements, their own goals and be responsible for their own failure.
Everybody has the right to fail on their own term. I do not seek to deny them even this.
On the subject of the Radio control for an aircraft it is plainly obvious to me that if somebody is going to attempt such a project they are going to need to have a good knowledge of RC aircraft and how to fly them before they even get off the ground. On top of this they are also going to need to have a good working knowledge of electronics.
Failure is going to keep the plane firmly on the ground until the person has these skills. And then the expense of losing a plane and equipment is an incentive not to fail. On top of these nobody seeks to to hurt people or cause damage and they will take reasonable efforts to avoid this. After all they have a vested interest in their own efforts.
In this case I see absolutely no problem with what the OP has posted.
Do I think he will ever accomplish it ? No, of course not.
Do I think he will even get a home made circuit into a plane. No.
I doubt he will even get any sort of RC system working.
I am not going to stop him from setting goals, even unrealistic ones.
I am not going to deny him the chance to learn for himself.
I am not going to prevent him from even trying out the most basic principles that may lead him to success.

I can see he has a long way to go and he will either give up on his own terms or he will acquire the skills and knowledge to accomplish his own goals on his own terms. And he may even have learnt enough to do it safely and legally.
I have a young friend (stranger) who I have been helping in a very similar scenario to this. He wanted to launch a high altitude balloon. When he started he and his friend knew nothing about electronics, balloons etc. At no stage have I denied him any information or help including breaking laws, or rather bending them.
The decision has always been his to consider and trial. Giving him the truth up front has helped him learn how to work around such problems and solve them for himself.
Their balloon will be launched on the 14th of april. It has all the government approvals, and exceeded all their requirements before they even asked for them. Two 15 year old boys have accomplished this on their own. They raised all the money for the project and built everything on their own occasionally asking me for some guidance or ideas. They even have air traffic control clearances. Commercial air traffic will be diverted around the balloon !
I don't need to mention how many people have told them they can't or shouldn't do it and even one person who deliberately tried to obstruct them.
And there is every chance that their project will fail or they might cause an accident or never get their equipment back.
They're aware of this and they have taken more than reasonable efforts to ensure that it doesn't happen.
I can remember their first question; "Where can we buy a balloon ?"
