Connect Shift Regiser to PC Serial Port

Is it possible? Or should I say is it possible with just a few components(ie no uC)?

Definitely possible. You're gonna need alot more than just a shift register though. Considerable logic will be required.
 
The PC serial port has no clock output, you have to generate a clock for a **** register, or add additional logic to create one.
 
Go buy a UART or USART chip. The simplest is a small PIC and a little code.
