dc to dc converter 6V to 15Vin the range 0V to 5V

hi all,
could some one please help me in designing a circuit that will convert my 6V to 15V dc voltage in the range of 0 to 5V. 6V to 15V is continuously varying.

It is easy to design a power supply that doesn't need to provide any output current.
 
When you say 0V you must be talking about the output voltage, if not then please read more about potential difference, current flow and ohms law.
 
Your sentence makes no sense...

EDIT: unless you mean 6-15V is the input range and 0-5V is the adjustable output range. Either way you need to provide more info.
 
Easy:
1) The 6-15VDC input feeds a 1k resistor connected in series with a 5.1V zener diode to ground.
2) A 100k pot in series with a 2k resistor across the zener provides the adjustable output voltage of 0V to 5V.
3) Output current is next to nothing.
