Determining Direction of a person

There was a PIR sensor in the toilet where i used to work, it was positioned pointing at the door, but if you spent too much time in a cubicle, it would suddenly go dark and you would have to stand up and wave frantically to get the lights to come on. You would need to place the PIR sensor(s) in places where they can always be 'seen'.
