You can't program a PIC in Visual Basic, that's a PC program and only produces programs for PC's.
You also shouldn't be using the 16F84, it's long obselete, it was replaced by the higher spec (and cheaper) 16F628 last century.
The 16F628 would also be FAR more suitable, as it has an internal oscillator and a lot more I/O pins - the 16F84 has barely enough I/O pins to do it - only leaving one free pin.
