ESR =equivalent series resistance
All inductors have some residual resistance due to the wire's resistance.
To minimize ringing, it is best that the parallel leg (capacitor) to have a similar resistance. But since a capacitor has an ESR at least an order of magnitude lower than the inductor, it is useful to add an external series resistor with it.
Fortunately, the inductor's ESR is usually measureable, even with a simple DMM, as its value is usually in the ohms range.
