Pop the hood and discharge his battery? Maybe not so therapeutic, but less noticable than smashed windows and speakers, and he won't even be able to start his car let alone play obnoxiously loud music as he passes assuming you can get the hood up without breaking it.
For the record, I would never condone such illegal actions. But hypothetically, draining his battery would probably be a serious annoyance, and unless he's a mechanic he'd probably end up hiring someone to tell him he needs a jump start. It doesn't sound like anyone in your neighbourhood are going to be happy about giving him one either
