frequency and magnitude controllable power source design (ask for help)

Hello,
I am engineer long working in test and measurement fields work, with help of my friends to design a power source, we are lack of experience in designing work.
I would be very thankful if some could help me....
Suggestions, ideas, links all welcome,thanks!

Now the power source requirement.
1. frequency vary from 0.1 to 40 Hz
2. power voltage between 0.000V to 150.000V
3. the frequency and magnitude can be software-controlled
4. maximum current is 10Amp.
5. Waveform:Rectangular

Also I would like the power source be tested also
with voltage accuracy reaches 0.1mV and current 0.1mA,I know this might be difficult....


Complement: We design the power source that might be used to drive inductance(maybe nonlinear) for test.
