14nm duration? We don't usually quote pulse duration as a distance. I assume you mean a pulse that occurs during the time it would travel 14nm. Using 300 000 m/s, that pulse would be 14 e-12 divided by 3e5. Pulse duration for 14nm would have a duration of 4.67e-17 seconds. In any case, that would be impossible to generate with ordinary electronics.
Check your exponents. Is 14 nm 14E-12 meter or 14E-9 meter?
Femtosecond lasers do exist, which puts 14 nm into the realm of current possibility. But, I think the OP probably means nanosecond, as in used in TOF measurements with lasers.
