My pc has fans that change their RPMs depending on the temperature (how hard the processor is thinking about things). They are big enough to spin fairly slowly (but still blow a lot of air) so they are fairly quiet.
What do you use a tiny fan for? It hardly blows any air. The most expensive one blows a lot more air than the cheap ones and its noise level is also much higher.
Yes it's being mounted on a heatsink in which will have a LED on it given the size I had to work with around the light housing I had to go with a smaller size.
the fan I brought was one of the highest CFM's I could find which is around 10.
of course I would of loved to go with a larger size but that wont be able to be possible at all.

This type of fan is often mounted directly above the CPU in a PC, blowing onto the CPU mounted on a heatsink.
Modern PC's have temperature sensors as part of the CPU, which in turn control the on/off speed of the minifan.
They are not noisy, but you can hear a change in sound level as the CPU gets busy.
