I'm afraid I've given you as much info as I can really - the rest of the design is now property of my customer.
Building a PWM circuit and checking the visible (percieved) light output vs pulse width ratio is a good place to start though - there is a point where the LED appears "bright enough" when an increase of the pulse duration doesn't appear to produce a lot more light.
