How to Amplify 0.1V across an LED terminals to 3V ?

Here is the circuit : **broken link removed**

And yes across LED reads 0.1V i checked with a multimeter.
 
If the LED turn off,it should no voltage drop across even o.1V at LED.So would you post your schematic here ?
My point was that perhaps the circuit is applying only 0.1V across the LED and thus the LED is off.

But yes, please post a schematic.
 
It's a pretty poor looking circuit anyway, and if it's going to work at all, then layout is going to be absolutely critical. I suspect he's probably built it on a breadboard, where it's never going to work.

There's only 0.1V across the LED, because it's not turned ON.
