How to increase IR transmitting distance?

This is my transmitter circuit for TSOP 1738.It works for more than 3 meter.

The circuit looks OK.
The 7404 is not required as the output from the low frequency 555 is close to 50/50 duty cycle.

38 Khz is the carrier signal, Put the signal you want to send into pin 5 of a 555 and you will change the internal trip points . The output is whats called Pulse-frequency modulation. Your TSOP 1738 output will of the frequency that you feed into pin 5. But you question was about transmitting distance. ADD MORE LEDS. 555 has output of about 200 mA. At least two or three leds can be used.
I promise I have done this.

Easiest way would be to do everything in a micro-controller. I just finished this same project on PIC16f72.
