IR sensors for vehicular traffic control

hi all,
i want to build an IR sensor to measure vehicle speed
the primary idea in my mind is to put two overhead IR laser sensors each transmit in a different frequency and when the vehicle pass through these sensors some of the IR power scattered and reflected to the sensor, but what if the reflected power didn't reflected correctly to the receiver, means the receiver didn't catch anything?!
and what is the best component that i should use?
