Light Detector

No a 555 has built-in hysteresis, I was concerned that it would be too great, maybe not.
 
The only reason I think you'd have hysteresis is so that the LED won't flicker at dusk, if it did it would be annoying.
 
No hysteresis would also increase the chance of oscillation caused by light from the LED shining on the detector. Obviously, if it's a red LED and the detector is UV, this won't be a problem.
