Low end of MOSFET Safe Operating Area

I was looking at the SOA chart of a 2N7002P to see if it would be usable as low-side switch of a relay coil. The coil is 90Ohm and max voltage of the circuit is 16V. So after some quick calculations, I'm thinking the max Vds of the FET will be less than 500mV (dependent on the Rds of course).

The SOA chart (see attached) cuts off at Vds values below 1V. What is the significance of that? Is it trying to say any DC current is ok at that voltage (unlikely) or that the part was never tested that low?
 
It's saying that below that voltage you can go to the maximum current rating of MOSFET.
