Short of mechanical scraping, one of the effective ways is to use Acetylsalicylic Acid (yes an Aspirin tablet). Lay the end of the coated wire on an aspirin tablet and touch it with the sodering iron tip. It will disolve the coating and will be ready for soldering.
Caution; try not to inhale the resulting fumes though.


I have used this method on various wires for some time and other than the smell, it really works.
 

In the use of this method, like others make sure you evacuate the fume.

It is really toxic, a vacuum like a 4" hose from a blower of a "Clothes Dryer" or a "Stove Hood"
