yes I suppose it would create random points and create loops thats a point
wheres the best place to get such board that has holes (or a section) done to take ICs ?

It depends what you are doing, and why - groundplanes are useful under certain circumstances, and not under others. But a row of copper strips isn't a real groundplane anyway.
