NEBO LED flashlight repair

I have a NEBO flashlight (HL20L) that works other than it will not shut completely off. Whether on battery power or plugged in for recharging the main LED and the side LED strip always glow at partial brightness when turned "off". I disassembled the flashlight and see no obvious defects. Wondering if someone could suggest what might be happening and how to test for failure? I've included photos of the internals. Thanks for any help you can offer.

One of the MOSFET "switches" likely failed short-circuit and won't turn off. The MOSFETs are the small black IC with three terminals.

If you're going to change one, change them all.
 
Thanks very much for the idea. I will certainly look into changing them out. This is all an experiment for me as I am new to electronics and heck, I may get my flashlight working again! :)
