That picture is completly useless, it's nothing but a black blob, it's also massivly huge, you should learn to crop images and don't use auto focus, or at least only use auto-focus on 'close' mode.
Radio Shack is gone from Canada because they sold old surplus junk at very high prices. They also didn't have datasheets for their junk. Maybe The Source had some leftover stuff from when Radio Shack went away.
It looks like the old IR receiver IC that was also sold in Australia.
You can't make it work by shining IR on it. Its IR beam needs to be modulated at 38kHz and needs to be in bursts of pulses as described on its datasheet. Its datasheet shows its pins and how to power it.
If you don't limit its output current to 5mA or less then it won't work anymore.
I have the Vishay TSOP17xx datasheet from www.datasheetarchive.com and the Australian store posted a datasheet for its IR receiver that looks like yours.
