can't tell much. If in doubt look at the directions or call the manufacture.
it looks like a 2x board but not sure if it has plated through holes etc.
If it was me I would solder both sides. can't hurt
looks like only one side is plated so only one side needs to be soldered the shinny tin plated side.
what is this and why with a simple layout didn't you make your own board??
It matters a lot if you place the components on the solder side, being mirrored that way. (Electrolytic caps and all other polarized elements will be supplied wrongly.)
Since it is a single sided board place all components on top to solder at the bottom.
