You don't say what your using Mplab X or 8.xx or the stand alone app.I've had a PICkit3 since they first came out several years ago, and never had a problem. So, I wouldn't be too concerned. I can't compare it to a PICkit2, because I went directly from a PICkit1 to the PICkit3.
More often than not, I use the PICkit3 to power the chip, but I make sure that the rest of the circuit draws minimal power. Otherwise it's not a big deal to use the circuit's own onboard power supply.
If mplab x had a easy way to set power

Well if Jon says it works just like a real pickit2 then perhaps I will look at purchasing same. Sure cheap enough.
In China legal means, if the Gov says its ok then its ok. Lets face it, taking the Chinese government on is a non starter.Another example is one item I have purchased in the past is Industrial P.B.'s and switches made by Telemecanique (Group Schneider) and were VERY expensive, they phased the line out after a while for some reason, now they are on ebay from China, a fraction of the price with all the Exact same markings and logo's and identical packaging.
A 20th of the price.
Who knows if they are doing it legally?

What size caps do you have on the VDD connection? From the video there looks to be a fairly large red rectangular part where I'd expect to see a small 0.1uF bypass cap.I'm saying It didn't program using Mplab X v3.55 because it's not turning on the power for some reason fast enough
