Pushbutton Slow & Repeating Pulse

I need a circuit that produces a pulse with a debounced pushbutton input, and provides a repeating pulse after a delay when the pushbutton is held down. This function is simular to setting the time on a alarm clock, where changing the time is slow with each button push and pulsed fast if the button is held down. Is there a IC chip that does this or a circuit with minimum components?

Easily done with a 6 or 8 pin PIC microcontroller and relatively simple debounce and repeat code. A dozen or so guys on the Forum could do the code for you (two or three could actually do it right, grin)... You'd need the PIC, a regulator, a filter cap', and a decoupling cap'...
