You may be able to just wire it up to a VGA connector, R G B and HS VS are all you need, what is E? You just have to hope the monitor you use supports the frequency range the output signal uses, easiest way to test that is to wire it up and try it on a few monitors.
There is a LOT of missing info here. The HS and VS rates are the keys that determines resolution, both are required. 8khz alone doesn't mean anything, though it could make sense for horizontal refresh on a low resolution display. And knowing what the E line himself is talking about is important as well. Until they explain better anything anyone says is a guess.
