You don't give anywhere near enough detail about what you are trying to do, or how you are trying to use a 74194.
If it's to convert RS232 to Centronics, to drive a parallel port printer from a serial port, a 74194 is nowhere near enough - you can do it using a UART chip (plus support chips and components), or even easier using a PIC or similar micro-controller.
