It is not only for high-frequency applications. The frequency depends of capacitor and resistor both of them responsible to frequency. For example if the high side thereabout R=8mΩ C=200µΦ then consequently the low side R=8mΩ C=200µΦ then one MOSFET open for 1000 sec and the other one closed for 290 sec.

i agree with it, what about the acuracy? also the OP needs a good delay (2 times of forward or reverse time) in between, how can it be achived?
 
There is a method to shut off the driver with the help of shorting a capacitor. If the driver had shutdown, it would have closed all the transistors. I'll take a think about it more in particular how could it be arranged.
