It seems i have used a MPS2222 and there the C and E are changed ..... but i have used the same transistor for a simple voltage regulator... and that one works .... how can that be? I'll turn the transistors around and check if that works

You were completely correct it seemed i had a MPS2222 and not a 2N2222. The E and C are changed to C and E in the MPS2222 :-( But strange thing is i did build this https://upload.wikimedia.org/wikipedia/commons/e/ef/Voltage_stabiliser_transistor.png voltage regulator and it seems to work with the C and E in changed in E and C. So the next question is can you do this?
Ok now i understand why i had to use a 150R resistor for the voltage regulator, the Hfe was low so i needed more current because E and C were swapped ... Now i can use a higher value for the voltage regulator i ques. What would be a normal value for the resistor? I am talking about this voltage regulator:
