The idea is to use the xenon to discharge the cap into an HV step auto transformer primary.
 
If you can control the high voltage in a meaningful manner, you can pass this back through a step-down transformer and use this returning energy to assist with the charging of the main capacitor. I'm not suggesting perpetual motion here *wry smile* but conservation of energy. Now no-one can patent this idea, as it is in the public domain and is thus prior art (due to this posting LOL)
 
Xenon tubes normally hold back 200V - 400V then fire when the trigger terminal is pulsed with 2kV.
