If you require 24 Volts for the led's and 5 Volts for the control logic it may be a better idea to get a multitap transformer with a 24 Volts and 9 Volts winding.

Use the 9 Volts winding to derive your 5 Volts from via the regulator. It will run a lot cooler and your power usage will be less too.
